You can load a rack of shield power relays in when you hit 33% shields and they'll be just as effective as if you'd had them equipped the entire time (assuming your hp/s is greater than the incoming dps at peak recharge). You can try using the Jackdaw (T3 destroyer) as it overlaps with the Tengu while still being relatively cheap.
